Because inconsistency of Level Of Service exists and our strong sense that a glitch bill will be filed on school concurrency in the upcoming Legislative session, we feel it is in our best interests to relax our concerted effort to implement until we can work with our Legislative delegation and see what comes out of this Legislature that may change the course of current school concurrency application.

We do not, on the other hand, feel that this recommended action should delay or postpone our initiative dealing with balancing student enrollment in Clay County.
